Yes, you can use almost any program to create that effect. Some progams have it under effects as “Posterize”, while some call it solarize. Other programs may use other terms. To get the exact effect desired, play with the “strenght” of the effect using the buttons provided by your program. Posterize is more effective than solarize….
Since effects don’t permanently change a photo until you save, you should play with your program a little. You’ll find some really interesting tools.
