It depends on why the battery is bad. Generally when a battery is manufactured it is filled with electrolytic fluid that is electrically activated and chemically reacts with the lead plates (hence they are called “lead-acid” batteries). You can top off a battery cell with distilled or pure water (rain water is, in fact, osmotically distilled water; river water is not, it is impure). If a battery has a bad cell, it may be due to the lead plating separating from the circuit, causing a battery to have 10 volts instead of 12+, because each cell provides 2-3 volts. Most “dead” batteries are unable to be recovered unless remanufactured because they will not take a charge and give off amperage (expended electrolyte) or because they have insufficient voltage (dried cell, broken lead). Most batteries that are truly toast need to be taken apart and remanufactured.
